WELCOME TO OUR COMMUNITY

Palmyra Subdivision Homeowner's Association is located in Grand Junction, Colorado. It is a small 49 home covenant controlled community. We are located towards the east side of the Grand Valley.

IRRIGATION

Irrigation for the 2026 season has been turned on. The main irrigation lines are maintained by the HOA. Anything on your property, the homeowner is responsible to maintain.


GRAND VALLEY WATER USERS: It’s official. Runoff is over. Green Mountain is out of fill, and there is no HUP water for 2026.
To help those who may not understand:
Cameo has a totally river call of 1950 cfs to satisfy all irrigation entities. With our call being senior, we have the ability to call out all junior mainstream diverters from consumptive use. As the river’s natural flows drop to below that 1950 cfs, the state engineer pulls the water needed away from the juniors in order of priority.
If the river’s natural flows AND the juniors above us cannot satisfy our senior call, HUP (Historic User Pool) water is released to bridge that gap. That pool is held in Green Mountain reservoir and has always filled to our allotted 66KAF.
With this year being so incredibly unprecedented, the data has been spotty, ever changing, and often just wrong. It’s made it very difficult to get solid answers on what the water supply in the basin looks like.
We were able to get a group of state and federal folks together yesterday to have the hard conversations. The BOR was continuing to lean on the model, showing the possibility of HUP water but when the state and the irrigators pushed them to show us where exactly that water was supposed to come from, they admitted there was no data to show a supply and the run off was indeed over. Green Mountain fell out of fill priority in an attempt to get water in the river for us and even at that, we were 300 cfs short yesterday of what the call was— and l they are still trying to get Cameo up to the 1950 we need for all irrigators.
River flows are currently what hot July natural flows are but with no HUP to buffer them for us.
The forecast calls for a hot and dry summer with a potentially wet and cooler fall.
That means there will be low water availability this year. There will be times of no water delivery available. I urge all of you to plan and plant accordingly, and use the water we currently have with responsible stewardship in mind.
For our board, please share this information with your fellow producers and water users.
To the ditchriders, I ask that you pass this message to your users as well. We don’t know when GVWUA will fall below the ability to deliver or for how long those stretches will last, but I do know that Ryan and Dale will continue to utilize our checks and every tool available to keep headgates delivering at as low of flows as possible. Periods of cool weather and rain will boost river flows and our supply will improve. Please one your users to consider fallowing non essential turf, choosing instead to water their trees once a month and allow their lawns to go dormant.
Our Operations manager is on his second year in water and doing the absolute best he can. The amount of pressure he is under is incredible and nothing anyone could ever see coming when they apply for a job. I will tolerate no verbal harassment of Ryan, my ditchriders, or staff. Any fractious or angry water users need to be directed to me. We will continue to work hard every day to do the best we can with what Mother Nature will provide and the crew we have is competent and creative— they’ll make the most of every drop.

-please do not water your lawns
-if you water trees, please water them individually (at night is best) and not with your sprinkler system, once a month
-please do not fill any ponds
-if you’re hay or grass pasture is not your primary source of income, please consider letting your field go dormant for those whose livelihood depends on their hay and grass pasture. If you do not have a ground that is already established, I would highly recommend waiting for a different year to establish new pasture.

BOARD INFORMATION & MEETINGS

Board Secretary needed as of 1/1/26. HOA dues are waived & paid $25 per board meeting attendance. Please contact a current board member for details. 


The Association is governed by three (3) Board Members which are homeowner volunteers. The Board meetings are held quarterly unless a concern or emergency arises and needs to be addressed. Board meetings are open to ALL homeowners to attend. If you have any questions or concerns, please contact a Board member.

HOA DUES

The current HOA dues are $75 and assessed annually on January 1. They are due on/or before March 31 and are considered late as of 4/1. A late fee of $75 is assessed as of 4/1. If full payment is not received by 5/1, a finance charge and service fee of $5 is assessed monthly until payment is received in full. A six (6) month payment plan can be arranged with the full amount due at the end of the six (6) months. If full payment has not been fulfilled, a lien is placed on the property with the Mesa County Clerk & Recorder's Office.

FEES/ASSESSMENTS INCLUDE:

The Annual Assessment includes delivery of irrigation water to each lot, maintenance of the main distribution system, commercial and E&O insurance and bookkeeping for the HOA.
